Subject: Lam Building B Expansion

Dear City of Tualatin,

Thank you for the opportunity to comment on Lam’s Building B expansion proposal.

I am opposed to this land use application because it will add more noise pollution to the existing nuisance noise emanating from Lam’s Tualatin campus. The proposed scrubber fan vents on Building B will be located on the roof, more than 38 feet above ground level, well above the height of the earthen berm along Tualatin Road. This configuration will allow sound to travel in a straight-line path from these new rooftop fans directly to nearby residential bedroom windows less than 700 feet away. These scrubber fans will run 24 hours a day 7 days a week, all night long.

Manufacturing Park zoning calls for "limiting uses to those that are of a nature so as to not conflict with other industrial uses or surrounding residential areas." Lam’s current proposal, and the noise pollution from their existing operations, are in direct conflict with surrounding residential areas and our legal right to quiet enjoyment.

Considering that Lam’s proposal does not include any meaningful or measurable actions to reduce the amount of noise pollution emanating from campus, I hereby request that the City of Tualatin deny AR26-0002 on grounds that the proposal, in it’s current form, is not compatible with the purpose of the Manufacturing Park zone.

During the Honey Bucket hearing (9/22/2025) Tualatin’s City Attorney said, about the Tualatin Development Code: "It has to have meaning. That's another rule of statutory construction. We can't render a provision of our Tualatin Development Code meaningless."

Approving AR26-0002 as proposed would render meaningless the purpose of the Tualatin Manufacturing Park zoning and would violate in a meaningful way, the intent of the City Council who adopted code that reads "Such permitted uses must not cause objectionable noise … or other wastes emanating from the property."

Manufacturing Park zoning is intended to serve as a buffer between heavy industry and residential use. Buffer zones are intended to absorb and shield us from industrial noise, not create more of it! Lam is absolutely failing in this regard and we ask for your assistance in restoring peace and quiet to the neighborhoods.
