Subject: Lam Research SIP Proposal

Dear Chair Harrington and Board of County Commissioners:

Thank you for the opportunity to comment on the Strategic Investment Program (SIP) for Lam Research in Tualatin. This tax abatement proposal was announced to the public three days ago on Friday, July 31, 2026 and your vote is scheduled for tomorrow, August 4, 2026. This does not provide enough time for the public to read, digest, and comment on the proposal prior to your vote. A tax break of this magnitude demands a robust public engagement process.

If Lam's tax abatement proposal is truly as beneficial as its proponents make it out to be, then it will surely benefit from publicity and public awareness. We ask that you delay the vote in order to provide adequate time for meaningful review and public comment.

During the Tualatin land use-hearings for the TUX project, Lam and their proponents touted the economic benefits that this project would provide, but now that the land-use application has been approved, Lam is proposing to eliminate a significant portion of the economic benefit. This is a classic bait-and-switch.

As you may have heard, Lam's Tualatin campus is currently inflicting significant negative impacts on the surrounding community, including continuous noise pollution from Lam's gas plant and rooftop HVAC equipment. Lam's TUX construction is causing ground vibration and fugitive dust. Lam is currently not being a good neighbor, and rather than rewarding them with tax breaks, we ask that you provide incentives for Lam to remedy and resolve the livability problems that their rapid expansion has created.

I am generally opposed to the abatement of property taxes for Lam Research in Tualatin. As a taxpayer, voter, and Washington County resident, I believe that profitable corporations should pay their fair share of taxes, in order to fund the services and programs that these companies, and their employees, benefit from.

In a time when county residents and homeowners are being asked to shoulder the burden of ever-increasing property taxes, and endure cutbacks in county services including the library due to county revenue shortfalls, allowing a highly-profitable multi-billion-dollar company to waive a large portion of their property taxes is simply unacceptable. This tax abatement proposal is inequitable and tone-deaf.

I respectfully request that you pause the vote on this proposal until the public has had adequate time to review it and fully understand ALL of the negative impacts.
