Dear Mayor Bubenik and Tualatin City Council:

Thank you to the City for promptly releasing the non-disclosure agreement (NDA) for Lam's Strategic Investment Program. If the SIP agreement, which was negotiated behind closed doors, is truly as beneficial as the proponents make it out to be, then it will surely benefit from more publicity and public awareness. We ask that you delay your vote until the City has engaged the public in a meaningful way. A tax break of this magnitude demands a robust public engagement process. The public has not had adequate time to review these documents.

Please pause your adoption of the SIP in order to provide time for the following:

•  A full public-engagement process
•  An independent cost-benefit analysis of the SIP agreement
•  Adding a requirement to reduce offsite noise impacts
•  The inclusion of a Good Neighbor Agreement

During the TUX land use-hearings, Lam and their proponents touted the economic benefits that this project would provide, but now that construction is underway, Lam is proposing to eliminate a significant portion of that economic benefit. This is a classic bait-and-switch.

I respectfully request that you pause your vote on this proposal until the public has had adequate time to review it and identify all of the potential impacts and unintended consequences of Lam's tax avoidance plan.
